Turn Signal Help

I just bought a 954RR and have what I think to be a strange problem. The previous owner installed flush signals, integrated tail light, and LED sliders connected to the signals. When you first get going the signals dont flash, but after some time they start flashing. It makes no sense to me at all. Any ideas?

Has anyone found flush mount Mirror Block Off Signals for the 2008 CBR1000RR?? Hotbodies told me no plans to make 'em but to check back at years end...wtf?!
Will the Hotbodies GSXR ones fit?
