Well, most of the time it's... hot.
No, seriously though, it's not much different from the US I think, at least not when you take California as an example. People here ride all year, since it doesn't get much cold (no snow) and it doesn't get (far too) much hot, at least not here in the south.
We're blessed with some mountain roads down here, which i believe are pretty much like Mt. Palomar and Deal's Gap, so people do mostly canyon scratching rides on sportbikes. Harleys are a rare sight and cruisers in general are just not as popular as sportbikes.
Of course, the streets are plagued with 125ccs couriers which I don't believe to be so common up there in the more civilized parts of the globe
