I need some measurement tools
I need two things. One is a small metal ruler that measures mm. The other, a tape for measuring sag.

Where can I find these?

Most hardware stores carry them under the "General" label.
If you are looking for something nicer, or a wider selection, then try mcmastercarr.com...

Sears and Wal-Mart. Sears should have the small measure you are asking on and get a cloth measuring tape for sag.

Home depot, check the tool corral. There is a metal ruler indicated in mm and it even has a cheesy t-bar on it if you so choose. (General brand as indicated by Bake)

I think they might also have tape measures there too
