The piston does indeed stop, for all practical purposes, at TDC and BDC. The forces exerted on the piston from the rod are quite negligible as it goes through its motion to begin it's downward stroke. If it's the combustion cycle, there will be some force exerted on the piston as it compresses the mixture, and then quite a bit more force exerted downward on the piston as the mixture lights off. If your engine is timed well, this even occurs just as the piston is starting down in the bore. There'll probably be a bit of up and down bob, and the piston will probably rock slightly depending on the angle of the rod. But it's quite the small amount.
During the exhaust stroke, the amount of movement at TDC will be damn near nothing.
The biggest effects on the time the piston is still is the rod/stroke ratio. A longer stroke ratio allows for more dwell at TDC. And as such, a more still piston.

As a General Studies teacher told me many years ago, when setting me an assignment, "Start off by defining your terms!"
So on that basis, I rather liked this from page 11. Quote:
If, however, you wish to define "stopped" as "at rest", and "at rest" means "zero velocity and zero acceleration" then your piston isn't stopped whilst the engine is running
There is no incompatibility in the latter view, as under that definition of "stopped", the piston is quite capable of having zero velocity whilst remaining in motion

If you want to really get that crowd in a tizzy, ask them the velocity of an 11,000 rpm crankshaft....along it's centerline....
