New F3 owner, need help with Choke

New F3 owner, need help with Choke

I just purchased a 1997 F3. I took off the tank and airbox, and am now looking into the carbs. I notice a little plate that sits before the throttle butterfly. Is this the choke? When i turn the choke on and off the plate doesn't move. I am not sure if it is supposed to....can anyone offer me any insight?

The black one is the "thing" in question. You can see gold butterfly behind it.

The slide is vacuum operated and will only move with the engine running. The choke is a circuit in which gas flows inside the carb. To see the plungers operate you have to remove the bottom half of the airbox also. There is a small bar that runs to each carb that slides back and forth and pulls the plungers when you move the choke lever on the handlebar.
