choke or rich running?

choke or rich running?

i have a 97 cbr600 f3 that i just got without owners manual, and since it didn't run at the time i didn't ask things like the following.

1: when is the choke on, as far as, the choke lever... is it on when the lever up? or down? it confuses me since it says choke but then has a an arrow looking line that goes down the side of it. but it acts as if it is flooding out and i have already changed the plugs once. also i don't know if i have to rejet or check the jets in it.

2:is the sub air inlet system necessary? the tubes are there but the valve has been removed... would this cause a rich condition?

any help you guys can give would be greatly appreciated! thanks again.

Choke is open when the lever is up. Leaving it open will cause the bike to run rich.

Not sure about the sub air inlet system though.
