2001 CBR600F4I FORKS

I just purchased this bike and have tried to adjust the rebound and dampening and it has absolutely no effect on the suspension. These forks are like pogo sticks when I go over bumps I hear this loud clack because when they compress they shoot straight back up. Can anyone tell what might have been done to these or if there is something I can do to remedy this situation?

Is there any fluid in the forks... check for signs of a leak or maybe the previous owner had them apart and didnt put any fluid back in.

Pulled the forks off last night they have fluid in them. I am tearing them down tonight. between the five forks I have I should be able to to put together two good ones.

replace your seals, and depending on mileage possibly the bushings too. A dealer should be able to give you the measurement for fluid in volume, but measuring the level is more accurate.

Took the forks apart last night what a mess. someone had put progressive springs in them. both were missing the tubes for the rebound adjustment, one was missing the rebound adjustment rod. I had purchased three forks off ebay but they were messed up as well, but between the five forks total got a set to work properly. man like riding a cadillac compared to way it was, no more pogo stick thanks for your assistance.
