F3 running terribly bad..rich?

I bought a 1998 CBR 600 F3 a couple of weeks ago. The battery was dead, and the guy had it on a tender. I got it for 1700$ so I went ahead and bought the bike, thinking it would just be the battery. I found out it was the regulator. I bought a aftermarket one and put it on and a new battery just because it probably needed it.

I rode it for a couple of days and notice it would bog at around 8k rpms in 2nd, 7k in 3rd, and 6-7k in the 4,5,6. I tried running some "fuel injector" cleaner through it thinking it may clean the carbs itself. No good. I then took the airbox off and sprayed carb cleaner down into the 4 jet holes as you lift off the airbox. I put everything back together, and it wouldn't hit a lick. Started shooting flames out the exhaust when i tried turning it over.

I took the carbs off completely and cleaned the bowls, the spring thing on the other side, and the two jets in the bowl that had a flat head on it. I then checked the plugs, they were fouled ( I guess from the carb cleaner I sprayed directly in the carbs.. About a 1/4 of a can lol. ). I put everything back together and it took a couple of tries to hit, and it started. It sounds really bad, like it's SOO rich. I can see thick smoke, basically looks like half burnt fuel...

I took the carbs back off and checked the floats and fuel valves, everything seems ok. Float is very flexible and all of them look equal in seat position. What else should I check? The choke seemed like it was off.. But even if it was on, it wouldn't be THAT rich.

I need any and all help please.

I also changed the fuel filter, if that matters at all. I've checked the fuel pump. Good. Air filter is clean. Even though it has like 5-6, the main air filter is clean.
