one more 95 cbr 600 f3 not starting

I had my bike sitting outside for about a year with sea foam and gas in tank.
Drained out tank and the fuel valve had some green residue.

Put more sea foam and fresh gas.
Turns overs and gets some puffs out of the exhaust but does not fire.

I was wanting to drain the float bowls on the carbs and try again or will I need to clean out completely? (had trouble accessing the boot clamp to take off)
Also there is some cracks on my air filter casing and wanted to know if this would cause problems?

most likely need to pull the carbs and clean them, for sure would have collected trash and bad fuel.

thx for the reply.

But I am still having a hard time finding a way to pull off the carbs.
and is there a recommended way to clean the tank that may have rust?
