F3 Fuel Pump ??

my bike is running retarded again and cleaning the carbs has had no effect. i have removed the ram air snorkel, all of the tubing comming from the snorkel to the back of the carbs, and the thing runs absolutley no different. this bike will never go fast enough to use ram air (stunt bike). i happened to check the fuel pump while riding around the block and it seems to "pulse" every few seconds or so. i can raise the idle to about 2k and feel the pulses speed up. just not sure if the fuel pump is suposed to cycle like this or if it is supposed to run all the time.

This sounds normal to me, If the carbs were dirty and you have not rebuilt many carbs you may want to go thru them again, blow air thru all the circuits and if possible put the carbs in an ultra sonic tank after taking them apart as much as possible. Did the bike sit for a long period of time? did the running condition change at all after you did the carb work?
