Every design of engine has it's power come in in a particular way. The manufacturer will try to gear the bike for the performance they're requiring for that bike/car.

A high 1st gear? Do you mean the bike's getting to it's redline very quickly or the bike's going fast at redline in 1st?

If it's going fast, then it's geared tall and isn't a close ratio box. If it gets to it's redline exceptionally quickly and then, by the time you've changed gear, it seems like it's time to change again, that's a close ratio box.

Close ratio boxes are great for rapid acceleration but have low top speed.

I couldn't be bothered to think it out and then type it up. But at least I admitted to the bit I did take from Wiki

Re: Would We Like To See A New CBR400RR

I think he is referring to the fact that 1st gear will pull to about 100km/hr thus being perhaps difficult to launch from stoplights. The 400 vfr engine is pretty flexable and does not seem to suffer from too tall a first gear. (I'd be the first to complain ! )

The RC30 had a very tall first gear and then close ratios from there on. I hear it was a real pain in traffic.

If first gear is as tall as you suggest (and I have ridden the VFR 400) it should be fine in traffic. I have to say, the one I rode dealt with heavy traffic conditions better than my CBR 400.
