How old are the cables? Old ones fray internally and the sheathing corrodes along with the cable. Are they routed properly (shop manual for reference?) Is there any slack in the cables? What about the throttle grip? Any sand or built up crap trapped between it and the handlebar? If all that checks out then you gotta take a look at the linkage and check how it moves without the cables hooked up to it.

Probaly the cables, but check the linkages around the carbs (two right?, that this is a sideways twin as I remember) Unhook the cables at the carb and work the carbs by hand, you will be able to isolate it if is the carb or cables. If its the carbs, pull the slides out and see if they are gummed or varnished up or the springs gone flat. For the cables unhook both ends, make a little funnel round the top of one with duct tape, and shoot a crap load of WD 40 in there and pull the cable in and out untill you see WD40 coming out the bottom alog with black gunk. Once its clear, you can leave it, or run a little oil down there for lube, engine oil will work fine if its all you got. If the actual cables are frayed or the liner of the cable beat up, they are going to have to be replace.
