Need Help with Nighthawk S (cb700sc)

Is this the right place? Newbie here.

I have a 20 year old Honda Nighthawk "S" with very few miles on it that I am trying to get running again.

The pistons are moving, the oil, filter, air filter, and spark plugs have been changed, the carb has been cleaned and a couple of carb parts have been replaced. I have a charged battery. Cleaned the tank and petcock.

All systems look good. It turns over and with starting fluid it "almost" catches. No luck. There is some fluid in the carb bowls. Went back to square one.

I put a clear tube with inline filter in the gas line. I drained the carb bowls of gas and checked there was a spark. I'm not sure how much of a spark there is supposed to be. I assume its a good spark.

I tested the petcock and it works when disconnected from the carb. BUT when its hooked up to the carb it does not work the air out of the fuel line (not enough suction).

Suggestions on where to go next?

Remove the air cleaner and spray some carb cleaner into the carbs. Then try to start it. If it starts then dies, you will know that you have good spark and compression. If you can do it, continue to give it little spurts of carb cleaner, just to keep it running (do not use a continuous spray because it will flood the plugs). That might get the fuel to suck up into the bowls.
Good luck!

Can you see through any of the jets? Could just be massive varnish. Also some had a vacuum attached to the petcock (I think to stop fuel when then engine was not running) check for that.
