'82 v45 float adjustment

Hi all, I am setting my floats as I re-assemble carb, manual is a little vague the setting I have is 7.2 mm.

Is this 7.2mm from the aluminium mating where the float bowl attaches to the highest (assembled lowest) point on the float itself?
