how much fork oil (stock specs)

Man, Im so pissed right now. I blew a fork seal and took my 02 954 to the shop to get the seals done. today I go back to pick it up and much to my dismay I see pits and dings on both forks (the shiny smooth part that passes through the seals) On top of that, I hold the front brake and compress the front to see how it feels like mush. I get off the bike and squat down lifting up on the left fork dust cover with one finger and the front of the bike raises about 1/2 an inch(meaning it stuck in a compressed state).
My question for anyone who knows is, aside from ruining the forks by dinging them(which they will be replacing both of). Did they fail to put enough oil in the forks? (which would account for the mushy, increased range of compression)? Does anyone know how much oil each fork takes (they said the specs were .9 oz). Im wondering if the previous owner had them filled over specs and I have gotten used to that feeling. I sincerely doubt it because they felt like absolute crap when I was messing around with them after this shop "fixed" them.
Any help would be greatly apprecciated.
... Any jackass comments about what shop I took my bike to and what the hell they did are, of course, expected...but I am already upset enough so take it easy please.

I don't think spreading the word about a bad shop is a jackass thing to do. Don't have the manual in front of me at the moment, but I can say they need a LOT more than .9oz. Really, they measure down from the top of the fork tube with the spring removed to set the oil level. I think it's something like 90 or 110 mm down.

73mm from the very top of the fully compressed fork to oil level. no spring inside.
