The 370lbs (168kg) weight is dry. No fuel, oil, coolant, fork oil - probably not even a battery. It's normal for manufacturers to state dry weight. Apart from BMW they all do it.
Still, the 954s dry weight is representative of its light real weight. Various magazines have weighed the 954 and confirmed its wet weight is around 434lb or 197kg which shows it still to be one of the lightest litre bikes ever (Sportrider even weighed one example at only 429lb).
By way of comparison: 1000RR - a porky 466lb (212kg), CBR600RR 445lb (202kg), '04 GSXR1000 443lb (201kg), '04 R1 450lb, (204.5kg), '04 ZX10 436lb (198kg).
