honda VF 750 1983 wont start

honda VF 750 1983 wont start

Hey, im new here and looking for some badly needed help in order to sort out my bike and anger of it constantly not firing up n running battery down , well anyway if you could be so kind as to give me some advice... i bought a honda vf 750 1983 off my mate he bought it off some else in bits he put half of it together n then couldn't do anymore. when i had it i had to re-build the carbs as the owner done a service on them and lost all the springs so i had 2 buy 3 sets of carbs to get all the springs i needed, now carbs are on i got it sort of running the other day but the metal plate the carbs bolt on to was back to front. i took it back off n turned it round to fit n now it wont start. its sparking fine and plenty of petrol getting to cylinders. it just keeps turning over. theres a pipe that looks like a fuel pipe loose going to one of the front carbs but i cannot see where this goes i've put a pic up of this, any1 know why this bike will not start or could you point me in the right direction
