Turn signal electrical problems

Turn signal electrical problems

My 94 CB1K has some turn signal issues. The front signals are factory, the rear have been removed and replaced, drilled into the rear cowl. The front don't have any running lights and I'm not sure if it's supposed to or not. In the rear, the left side has a running light and the right doesn't. This has nothing to do with the bulbs as I've replaced them with the same results. When I turn the right blinker on it blinks normally (no running light) but when I turn the left on it blinks fast (with running light) as if it has a bulb out but as stated earlier the bulbs are all new. The wiring in the rear was done by the previous owner. I don't even know where to start to solve this problem. Could it be the relay? I hear it clicking when the power is applied to the signals. All the fuses are good as well. Help!!

I meant rear fender not cowl.
