What it takes to make a bike street legal?

I might buy a xr650 in the future and I want to make it street legal. What all does it take?

i imagine street tires. turn signals, at least one mirror and tail lights and headlights. license plate mount. and off course registration and insurance

Yeah, I planned on that stuff. Do I have to have one mirror or two? I might just buy a bike already setup for it. But, I want an air-cooled bike. I can't stand radiators on a dirtbike. Also, if I plan on buying one and using it off-road then I will buy two sets of tires and wheels. Some for off-road and some for the street. Then, I will change them before and after winter. What are your opinions about this idea? I don't thing their is a good off-road tire and a good street tire at the same times is their?

ask ur local police about construction and use, they study that and have a manual on it for wots legal etc...
