Small throttle opening stumble

I have owned an '03 RC for a few weeks now. It has a PCIIIr on it, flapper mod done, and Jardine high mount slip ons. I am waiting on a power adapter for the PCIII so I can take it to my desktop (don't have a laptop) and see what map is in there and try to make some adjustments. It seems to really surge or stumble at small throttle openings when cruising at a steady speed or picking up the throttle mid corner. Is my best bet to richen it some in that area to begin with? I appreciate any other suggestions.
