Hearing a Raddle or intake sound not sure

Any Idea or sounds that are common. Sounds like its coming right underneath the handlebars by the forks. I cant tell if its plastic sounds or intake and can only hear (only because of wind noise) at lower speeds and cant really tell if it gets worse over bumps.

Hoping I just found the problem a small snap on the bottom left was not snapped on right.
