It's called the flap. Everyone on hot pit lane at Grattan gets a kick out of all the "birds" flapping their way down the straight. A little body control (or actual experience riding the damn bike) is in order . . .

I watched some of the motard racing between the CCS races at Road America and there was a kid who had a similar motion with his LEFT arm. He'd kind of flap it and just slap the clutch. This was on upshifting. I can only assume his father taught him and it was goofy as hell.
