From the technical side, to keep every single "Record" that every single machine keeps for 90 days will be a headache at best, a nightmare at worst. There are so many logs and other such data that the price of maintaining all of that gets astronomical pretty quick.

This is pretty much Sarbanes-Oxley for the ISP world, without much definition of the scope.
