It says it right in the rule...cooler fuel is denser and makes more power. There are several ways outside of a compressor to do it. I've never read of anyone getting caught, but I have thought up several ways to do it...
TB, they pour the fuel in well chilled (you'll note the rule covers add ons), and try to keep it as cool as possible with those covers.
Part of this stems from the additives they run in the high zoot fuels. The "light ends" are the components of the fuel, like oxygenates, that you're paying all the extra money for. Many of these boil off at low temps, like 90-100º range...so they do everything they can to take care of the fuel.
