Help with my Indicators/signals

I have a 03 954 and it didn't have side lights the little lights you plunge into the top of the headlight, so i removed the stock indicators and fitted the into the headlights inplace of these sidelights, They worked fine/ steady rate of flas, Today I removed the rear fender and Indicators I then fitted smaller indicators and tested them, now both front and back flash at a much faster speed, I would have expected this if i fiited LED's but their not the bulbs are the same VOLTAGE & WATTS as the front, I then took of one of the rear indicators and put back the stock one's and the flash rate returned to mormal, but their all the same bulbs, MY HEAD IS MELTED,
Is their some difference other than whats stamped on the bulb because I can't understand why I'm getting two different flash speeds,
Any help welcome Thanks
