You need to give us more than that :-)
For a start, is the bike stock?
Was it riding just fine one day and this problem happened the next day out of the blue?
Have you changed anything since the last time it ran properly?
How much much mileage is on the plugs?

For sure, a bike can reach redline while not on the road, but have issues with hitting those same RPMs when it is, and often this is due to leanness in one of the carbs fueling circuits - in other words, fueling issues are exaggerated when the bike is under load, and usually, the higher the gear, the harder it is to throttle up... but anyway, like Blade said, a little more info would be helpful, i.e., is this bike new to you? Has it ever rev'ed up well, since you've had it? Is the airbox/air filter stock? Have there been jetting changes? Do you know beyond a doubt that the carbs are clean?

Get us some answers to these questions, and we'll try to help out.
