Is this a drain or vacuum?

Greetings all! I was wondering if i could get some clarity on what this exactly is. I notice when taking my carburetors off for a cleaning. There is no extra hoses I can see nor is there a plug.
I am just trying to figure out if this is something i need to get a vacuum on, plug it or just leave it. https://imgur.com/a/OqEJo

Oh forgot to to mention that this is only on one carburetor, 2nd one in from the left. the image has the carburetor assembly from a side view.

I believe that port pulls the vacuum via a small black hose for the fuel valve/petcock.

I was doing more research last night and it look like there are 2 kinds of carburetors, California version and non California version. The carburetor looks to be a California version which has more hoses and vacuums for smog equipment. It looks like someone in the past removed some parts of the smog system (no big deal). I found some diagrams and it appears that this was a vacuum used for a EVAP purge control valve. I have included an image of a vacuum diagram If ever anyone needs it or has this question since I spent a good amount of time digging this up. Thank you all who looked or replied
