Fueling issue 93 CBR600 F2

So for a while now I have had trouble getting this bike working and I'm wondering what everyone's thoughts are on this. Below is a lovely video of what's going on. Please help

The petcock is brand new. With the old one it would leak and the same problem would occur after filling the tank up more then about a half gallon

Your float needle valves are not sealing in one or more of your carbs.

Make sure the rubber on the needle is in good shape, and check the sealing surface (brass) on the carb body.

Also, make sure the little “button” on top of the valve is not stuck and moves freely in and out.
