Is this normal? Fuel Pump Noise?

A little background information.

I bought a 99' F4 a few monthes back as my first street bike. Not knowing diddly about bikes, I made sure it ran, hauled it to a Honda dealer for diagnostics, it came bach with an A+ so I bought it. I took this bike home, tore it down and pulled the guy apart....Down to a bare frame, bare swng-arm, bare subframe...the whole 9 yards.

Anyhow,she is back togeather and looking like pure sex on wheels, but I have a question requarding a noise it makes when I first turn the key to "ON". Its a consistant 1-2 second "BRRRRP" that sounds like a fish tank pump or its closely related cousin, a fuel pump. Its coming from that area too....If this is normal, just let me know what it is and I'll forget about it

If its not normal, any idea's what it could be?

May I rephrase.....It looks like sex on jackstands....wheels are still at paint!
