Gauge needles stuck?

Somehow my gauge needles both sit at roughly 10 o'clock(speedo is at 100 mph/ tach is at 8k rpm's) when the bike is off. When its running, they indicate that im idling at 100mph, and over 8k rpms. Its like they got stuck coming back down? It started this not too long ago and has not reset in a while. I dont imagine it will either. Is this a common problem in older gauges? Im currently looking into replacing the gauge cluster, but im just baffled.
