97 CBR900 carb cleaning, or ??

I'm not sure if I need to clean my carbs or what. here is what's going on:

idles fine at 1.5k RPM
roll the throttle in neutral and hear crackling, choppy from idle up...notice it most at 2-4, 5k RPM. not very responsive either...
pronouncedly crackling, choppy, when accelerating from 2-4... 5k RPM on interstate then tapers a bit.

not so much in the higher RPM 6,7,8 when on interstate, but I can tell its not 100%. probably 65 -70% of what it should be.
Please help!

Is it firing on all cylinders and all headers heating up to the same temp?

How old are the plugs.

When did you last lift the carbs for a good clean?

Have not checked. the more i read , the more im thinking its a bad filter , plugs.... we shall see...

Are you trying to pull away from idle?

It's best to get the revs up to 4K+ before take off. All sports bikes can stutter within the low rpm range

I believe the 97's have a strainer screen up in the tank to act as a fuel filter. Id check that out and clean if necessary.
