You can't measure the "exposed" part of the fork as that is only the preload. You would have to measure the bottom fairing to the ground clearance to actually determine if it is lowered. The rear of the bike is not lowered by the shock either, it gets a new "dogbone" in place of the stock one. It is easy to tell an aftermarket one, as it will have multiple holes for lowering options. It should also have one for a stock setting. If your clip-ons are pretty far down the tubes of the forks, that's how they lowered it in the front! A quick check should be sufficient to tell if it is lowered.
