93 900rr only getting about 14mpg

Hey guys got my 93 900rr running and got a petcock that isn't peeing out fuel I put 10$ of fuel in and ran out of fuel on my way home from work which isn't far. Then I changed all the fuel line and clocked my mpg and I got 14.4 mpg. I was hoping to get around triple that as most of the mileage has been on the highway going around 70mph.

Any ideas what it could be? Maybe the jets are way too big? She runs choppy at low rpms so I think the Jetting is definitely off.

Are the float valves sealing?
Is the oil level rising?

Now that I'm home again and gave it another look, carb#2 is soaked so I'm guessing the float valve is the culprit
