Fork Problem

I have just got a 1998 RRW. When I rock the bike forword with the brake on there is a small bit of travel only about 5mm which is notchy before the rest of the travel. It feels as if the head bearing has gone but its definatly the forks. I took them apart and changed the oil but its still there. Is this normal or is there a problem with the forks.

That is stiction. it happens. Sometimes rebuilding the forks can cure that.

sticktion what is this. I rebuilt the forks but its still there. Will it affect my riding because I can feel it when I go over bumps
