Query re Instrument panel

I have recently purchased a 929 which needs a fair bit of work.

It is crash damaged and has no instrument panel. I've replaced most of the body work, and am keen to get it started, however...

I'm wondering if an instrument panel is required to start bike with the HISS system?

Have power at battery, but no power at starter motor- can the HISS system be bipassed or is intrument panel needed?

Yes, you need a gauge cluster.

Thanks, will pass on to very frustrated boyfriend who just wants his new toy to run!
He has replaced tank, fuel lines and has power in battery, and as bike was dropped at very low speed (5km per hour) i hope this sorts it out.
