fast idle issue

ok i searched thoroughly but am not finding what i need, I just got my bike back together from a motor swap and it is running smooth, but idling at about 1800 RPM, witht hwe idle adjustment all the way out. I have checked nearly everything I can think of and found no issues, throttle bodies and throttle were removed as one unit from one motor and put on the other, as were the airbox assembly and wiring harness, i did remove the HTEV valve from the exhaust and reinstalled it as it was removed. what else could be causing the fast idle on the new motor? shouldn't it idle the same since nothing was changed in regard to throttle position?

does the throttle cable have to much tension on it?

no it has slack at neutral setting

perhaps the cold start adjustment isnt letting it go back to normal?

i have it all the way out, messing with stuff I've manageed to get the idle down to 1500.

Is there a butterfly valve on the throttle of these things? can it be stuck open a butt hair? maybe some dirt built up?
