how much horses does a power commander add

i want to get a power commander but i want the best to push out the most power to the wheels

Generally, it doesn't add any meaureable gain in peak power on a stock engine.
It's whole purpose is to allow you to "re-jet" the engine to optimise whatever is no longer stock. If you have other things like an exhaust system, muffler or cams then it's essential to get your money's worth out of those.
It _can_ smooth the power and make for a nicer ride though even on a stock engine.

right now im completly stock so what do you recommend i do first to gain power, i know i need to drop one size down in the front

Dropping the gearing isn't going to gain power at all.
All it does is let you reach the power you already have at a slightly earlier road speed.
First up I'd recommend a muffler or even better a full system and a PC3 to get the most out of it.
