Reach in toward the throttle body directly beneath the fuel pressure regulator and above the fast idle unit. You should feel the linkage in there.
If you remove the airbox you will see it pretty easily.

when i manually push the thing down it starts right up... so im guessing that the high idle unit is bad.... any ideas?

Is there coolant in the system?
Are the two hoses connected to the fast idle unit?

coolant is completely full and both hoses are conected... on top of the unit there is a peg that comes out with a nut on it... it connects to something that looks like the choke portion of the throttle bodies

It is not recommended that you try to adjust it but you can remove it from the throttle bodies to test that it moves when you heat it. It's perhaps easier to remove the complete throttle bodies rather than just removing the wax unit. If you want to try testing it without removing it hook a couple of hoses up and fill them with hot water. Possibly even blowing a hair dryer over it might work as well.
My understanding is that it should be set up with the choke circuits open when cold. As the wax element heats up (due to coolant running through it)it pulls the valves closed where they remain until it cools down again.

I've never had any reason to play around with it but I would expect pushing the choke levers in towards the throttle bodies should make it start easier when cold.
Does the bike have a Power Commander?

no it doesnt have a commander.. when i push choke levers to open it starts right up... but when i dont push them open it takes forever for it to start

hmmm are there supposed to be cables or anything attached to the choke elements of the throttle body? also no matter what i do the wax unit does not do anything

Nope, although the idle adjuster mounts onto the same bracket on the throttle bodies.
The temperature required is probably around 85C or higher.
Does it do anything when you've got the engine warmed up?

Does the body get hot to indicate coolant is actually flowing through it?
Maybe the hoses have been blocked with ball bearings to prevent it from working.
We really need somebody that has actually seen the device functioning to tell us how it works :-)
My racebike doesn't have a starter motor and I really can't be bothered bump starting it up the driveway just to watch the fast idle unit operating :-)
