No. There is no antifreeze that is accepted at all tracks. There is Evans Engine Ice, but it is still slippery and hard to clean up if spilled, and is not accepted by many race and track day organizations.
One racer I know has used Ivory dish soap (don't quote me) as a generic substitute for WatterWetter. No antifreeze qualities, of course.
WatterWetter is a highly refined soap. It reduces the surface tension of the water you put it in, which in turn reduces the size of bubbles that form when it boils. Smaller bubble sizes mean that it makes better, more complete contact with cooling surfaces, so it makes the cooling process more efficient.
