It is simple.
She doesn't want to submit to the rules and regulations to gain the PRIVILEDGE of driving. Therefore, no license.
Unfortunately, there are morons (the party of the ass) out there that try to argue that driving is a right and therefore religious freedom (as long as it has nothing to do with Christianity) must trump any rules.
My new religious beliefs hold that I not only don't need a license, but I can drive as fast as I want, where I want.
Now will that hold water?
