If there is no paint code, and if the paint is metallic or a candy (tri color) or a pearl, it will take a pretty good body / paint shop (not a paint supplier) to try to get a match.
He may have to get a "let-down" panel made, which takes into accouunt how many coarts of metallic, and on what background color.
Make sure to judge the results in the sun, otherwise you might be in for a bad surprise.
Since it sounds like he's painting the whole panel, the match will be critical. He may have to blend the results well into the adjoining panels.
If the community college in your area has a good program, a teacher may take the problem on as a class exercise. Especially if they're fans of the red bow tie..
