Hmm not sure how it is fake but look at the height of the water on him then the 4' fence right behind him (if you think the fence is higher check the sign height)

This took me all of 10 seconds to do. With a few minutes, I could've filled in the background as well.

OK here it is:
Assuming he has legs there is 3+ feet under the water
Assuming a no parking sign is no higher than a person, yet it would need to be in the photo
The fence in the background would need to be taller than him.

Now the obvious thing that fits is that either it was photo chopped or he is sitting in the water and she is on a non floating object. Further the fence is 4' tall and the sign is about 5-6' (common). Also looked at the meter on the house again it is at a height that is normal for a meter reader not 7' if the fence is a 6' (the meter is higher)

Cool chop NHFirefighter13! I wish I had a 1/10 that ability. The sheep plastic hack took me longer and it looked lame.

That was done with a Xenoefex filter for PS. I, literally, just clicked a button.

It still could very well be real. The guy could be 5'6", the bottom of the no parking sign at 6'. There could very well be a three foot hill/ledge that abuts the sidewalk next to the street that the fence and house are on.
Now, that said, I can say that the picture was edited with Adobe Photoshop version 7.0 on 9/6/2005 at 10:20:57 local computer (whatever computer made it) time.
However, it could just be that the photo was cropped or resized, not edited and filtered. that can be figured out, but I really don't want to waste the time doing so.
