Story

Meth-addict used a credit card from a dead relative to buy the winning ticket. Now what?

Wow, that is an interesting conundrum.

In CA you can't buy a lotto ticket with a credit card. Cash or debit only.

why not just re-open or replay the lottery....hell, I may even take my chances this time....if some low-down, scum-bag, meth-junkie can win it illegally, then why can't an upstanding, tax-paying, do-goodie citizen like myself win
