Same reason the carpets in Vegas casinos are so hideous.
The hold music is to make you hang up and try again later, the carpets are to keep your eyes off the floor and on the gaming devices.

There is actually a lot of work that goes into those ACD call queues, the hold music, call routing, etc...

It basically comes down to this... if the call is revenue generating, i.e. sales or billing, you generally want the caller to wait to speak to your slightly better trained agents here in the US. Your hold announcements are calculated to be right before the spikes in "call abandonment", so people will hold on just a little longer.

If the call is burden, such as post-sales support or customer service, not only do you make those queues damn near impossible to get into, they are serviced by script-reading people in New Dehli. Call abandonment is not your concern, only the metric known as "talk time"... or how long the agent is dealing with your crap. The shorter the better, as the company is paying for that 1-800 call.

Ahhh... the years working for call centers and catalog sales companies are coming back to me now....
