I am assuming he wants to make his kx250r street legal?

Seeing as it is a dirtbike.. You are going to need a front rim for a street tire..

you are going to need a head light and tail light if you want it street legal, this means you need a rewound stator to be able to power them, then rims and tires. which changes to your caliper mount will have to be done, They sell kits for the 4 strokes, not sure about a 2 stroke though.

Do motocross bikes even have compliance plates to allow them on public roads?

Over here we need plates for motocross bikes. They are designated for offroad though.

I know, in Alberta Canada, that we used to be able to convert them to street legal and get a street plate.
I am not 100% sure if it is possible anymore though.

In the US only certain states, pretty much the least populated ones, you can legally make a four stroke motorcross bike into a street legal bike. There is a kit you buy that comes with everything you need to do it, I think its called a baja kit....or something like that.
