The hole in the front of the fairing is for the "Cowl Setting Bolt" (#24) and it goes to the "Upper Cowl Stay A" (#12).

This is for US models, not aware if EU-spec bikes had different mounts. Source - Ron Ayers Motorsports

There are two fairing stays that need to be changed out - the one you've already changed where the mirrors bolt on, and the other one where the gauges/clocks mount. '95 and later, the gauge/clock mount is much lower where the front fairing positioning/setting bolts attaches.
