How dis the forks feel before? The higher rate spring will make for less compression but more rebound, thats just a function of the higher spring rate. You might want to stick with stock weight for now. See how it works. Then you know which way you want to go if you need to change it.

Before the springs were like MUSH.. thats why I went with the stiffer spring. I think I will try the stock oil to see how it feels.

I have another question though. The stock springs had a washer/seat on the upper part of the spring. The ractech springs have just a washer for the top. Which one should I use?

You could use either one but if the stock part fits in the racetech part use that. Use the racetech washer above the spacer unless there is one there already.
