You've tried the numerous online OEM places like Bikebandit, Ron Ayres, Cheapcycleparts, Ronnies, CMSNL?

Part #9 the dust seal is included in part #7 Fork Seal Set.
Unless you have damaged or lost them you do not need to replace parts #4 or #8, the washer and clip.
Does the Indian model have the HISS immobiliser system on it?

If you have no luck I can chase up prices and availability locally here for you.

Ya you were right part #9 is included in #7.......
i really dont know what has happened to front right suspension....all i can see is oil coming out drastically........i was thinking to change whole set which includes...
#7(seal set fr fork),#4(RING, BACK-UP),#5(BUSH, GUIDE) & #6(BUSH, SLIDER ).

Is this good to change all of them or not.

The fork seal must be damaged in some way. As long as there is no damage to the chrome of the fork tube it should just be a matter of replacing the seal. You probably only need to replace the seal.
I'd be surprised if you need to replace the bushes but it never hurts to do so if you have to disassemble the forks anyway. They're not expensive.

If you don't have HISS then you can simply cut as many keys as you
want from the key you already have. Hardware stores usually do keycutting if you can't find a locksmith.
If you do have HISS then you need "chipped" keys which you will then need to add to the database of the ECU for them to work on the bike. How to do this is detailed in the OEM and Haynes manuals. The chipped key blanks will also need to be cut to fit your existing lockset.
Any locksmith can also re-key your existing lockset and give you a set of new keys.
