why do people do a smaller chain conversion???

Only real reason is to reduce unsprung and rotational mass.
Switching from OEM 530 chain and sprockets to race-quality lightweight 520 saves about 1kg off the 3kg mass. All of it rotational and most of it unsprung weight.
