Although I can't see how it would damage the regulator, I also can't see any reason for installing it if you don't have a stator running to it. Wait and install them both together.
Seems unusual to be replacing both components though.
Tests determined that both have failed?

My local bike mechanic said that i needed to replace both so that my charging system would work properly ....so it would not hurt to try the new voltage regulator? Cause i rather it be 70 dollar fix then 190 dollar

Do you have a mulitmeter to be able to check the voltage?

Then if the tests determined that both the stator and regulator have failed there is no point in trying the regulator without a working stator to supply voltage to it.

i wonder if any one can help me i got a new stator and regulator on my 06 1000 rr but still it does not charge correct if u disconnect the red and green from the regulator and connect the wires from the regulator to a separate battery ist charges 13.5 but if it goes back into the harness of the bike it onley charges 12.3 wile reving and on idle only 11.8 please some one help :idunno:

Sounds to me like your mechanic is looking for a little extra work. It's odd that BOTH Stator and Reg/Rec are bad. I'd be looking for a second opinion.
If you test each component correctly, I think you'll find only one is bad.
Do more testing, before you mount that new part.
It would be a shame if you mount it and no difference.

13.5V is still barely charging if at all.
How much AC voltage have you got coming out of each of the stator phases?
How much DC voltage have you got coming out of the regulator?

Well i installed the voltage regulator and at idle it reads 13.2 and fluctuates up and down but never below 13.0v at 5k rpms i didnt really see an increase of voltage....also when bike is off and put multimeter on battery is very slowly drops like 13.22 then 13.21 and so on but didnt see how low it will go.

It's not charging.
Measure the AC voltage of each of the stator phases.
